• In a Press Release dated September 9, 2008, entitled
“TRANSCRIPT OF PRESS CONFERENCE WITH SENATE
PRESIDENT MANNY VILLAR,” as posted in the Senate website,
the Senate President was asked and replied as follows:
: Bakit si Secretary Andaya hindi aware dito?
Villar: Hindi talaga aware din dahil this is a DPWH project.
Ngayon malalaman na niya kung paano ang nangyari. Hindi ko
naman dini-deny na talagang gusto ko ang project na ito.
Talagang marami akong ina-advocate na project. Number 1
itong Daang Hari, ina-advocate ko iyan. Hindi pa tapos iyan.
Number 2, itong C5 extension. Gusto ko ring ma-extend sana
iyong NLEX from Tarlac hanggang Urdaneta. Ang problema rito
sa atin, iyong mga walang nagagawa, naninira. Sana man lang

• This is not the first time that Senator Villar is accused of using
government resources and accommodation to favor his personal
interest. On 17 August 1998, in a privilege speech, then
Representative Joker Arroyo stood before the House of
Representatives and accused then Speaker Manny Villar of
violating the constitution, code of conduct and ethical standards for
public officials (RA 6713) and the Anti-Graft and Corrupt
Practices Act (RA 3019).
According to then Representative Arroyo, ironically now one of
Senator Villar’s ardent defenders:
! Speaker Villar controls the Capitol Bank. Mrs. VIllar
is the Chief Executive Officer. The Capitol Bank
received loans, financial accommodations and
guarantees from the Bangko Sentral ng Pilipinas from
1992 to 1998 while he was a Representative. That is
! During our term of office, each one of us, it shall be
unlawful for us to author any law or resolution that
would benefit or favor us. The above prohibition shall
apply even to that representative who just
recommended, not even authored, the enactment of
such law that benefited him.
! Speaker Villar’s companies are developing or have
developed 5,950 hectares or almost 60,000,000 square
meters of CARP Lands into residential subdivisions
without the appropriate DAR issuances that would
authorize such lands to be used for residential
purposes. A traducement of the constitutionally
directed CARP Law.
! Public Office is a public trust. We the respresentatives
of the people pay a price for getting elected to public
office. The constitution imposes on us certain
constraints which we must follow to the letter
