Meaning:1. Rizal- a fields where wheat when cut while still green, sprouts again. 2. Mercado- market
Rizal- 7th child of Teodora Alonso Realonda and Francisco Mercado Rizal.
-born June 19, 1861 in Calamba Laguna.
-baptize in the Catholic Church with Fr. Rufino Collantes as the officiating priest.
-his godfather is Fr. Pedro Cansaňas.
*At the age of three, Rizal learn to read due to the tutorial of his mother.
*His mother taught him to read The Spanish book called the Children’s Friend.
*Being a devoted Catholic his mother named Rizal after St. Joseph.

Don Francisco Mercado (1818-1898)
-Rizal Father was born in Biňan, Laguna.
-He studied Latin and Philosophy at the College of San Jose in Manila.
-He become tenant farmer of the Dominican-owned hacienda.
-Rizal fondly called him in his memoire “a model of father.
Mercado-they were having such name because originally their paternal

Donya Teodora Alonso Realonda (1826-1911)
-She was educated at the College of Santa Rosa (a well known college for girls in the city during that time.
-It was from Donya Teodora that Rizal inherited his passion in rhetoric and literature.

Lorenzo Alberto Alonso- father Of Teodora deputy for the Phil. in Spanish
Cortes.
Jose Alberto- brother of Teodora who was educated abroad & could speak
various languages.
A knight in the order of Isabel the Catholic
Manuel de Quintos- grandfather of Teodora who become well-known

Having educated parents it is main reason why Rizal was also greatly inclined to education and seeking of knowledge.

Childhood in Calamba Laguna
•Rizal Rizal had many beautiful childhood memories in his native town. Having a happy home, morally upright parents and scenic and panoramic town is enough to mold him into an upright citizen
Calamba was a hacienda town, which belonged to the Dominican order. Rizal love his town so much that at the age of 15 he compose a poem that describe and reminisce his youthful years in Calamba. The poem was entitled Un Recuerdo a Mi Pueblo (in Memory of my town)

Earliest Childhood Memories
•Bec Because Rizal was sickly and undersized child, he was given the tenderest care by his parents, His father built a little nipa cottage in the garden for him to play on the daytime. They even employed a kind old woman as an aya (nurse maid) to look after his comfort. His aya also related him stories regarding fairy tales aswang, nuno at tikbalang. •Born Born and bred in a wholesome atmosphere of Catholicism, Rizal grew up a devoted Catholic. He take part in the family prayers read the bible, go to church, take part in novenas and join in any religious activities, at a very young age, he was very serious that he even mock as Manong Jose. He also visits and hears the sound philosophy of Fr. Leoncio Lopez.

1. The execution OF GOMBURZA IN Feb 17, 1872
Saldua- the witness who incriminated GomBurza but was also executed
2. The imprisonment of his mother
Don Antonio Vivencio- mayor who arrested his mother as accomplice of
Jose Alberto in poisoning the latter’s wife.
-he later beg Donya Teodora’s forgiveness

that defended his mother
Donya Teodora- freed after 2 ½ years in prison

Artistic Talents
•Artis Artistic talents can be considered genuine to Rizal. At the age of 5 he began to make sketches with his pencil to would in clay and wax which attracted his fancy. During his boyhood in Calamba, he was requested by the mayor to paint the spoil religious banner. He painted in oil colors a new banner that delighted the town’s folk because it was better than the original. •Ther There is an interesting anecdote about Rizal: (One day when he was about six years old his sister laugh at him for spending so much time making those images rather than participating in their games. He answer them “All right laugh at me now! Someday when I die, people will make monuments and images of me.

Poetic Inclination
•Sinc Since early boyhood, Rizal often scribbled verses on loose sheets of paper on the textbook of his sister, Donya Teodora, who is a lover of literature notice this inclination an d encourage him to write poetry. •It w It was in his Mother that Rizal inherited his passion in poetry. That’s why, through the guidance of his mother, he was able to write his first poem at the age of 8. The poem was all about the love of native language and it was entitled “Sa Aking Mga Kabata / to My Fellow Children)”

At the age of 8 Rizal was also able to wrote his first dramatic work which was a tagalong comedy, It was stage in Calamba festival a Goberndorcillo from Paete happen to witness it. He like it so much that he purchased the manuscript and stage it in Paete during its town fiesta.

Early Education of Rizal

Early Education in Calamba and Biňan
•Riza Rizal’s first teacher was his mother. His mom taught him the alphabet and prayers even at the age of three. But as Rizal grow older, his parents employed a private tutors to give him lesson at home. His first formal teachers were;

By June 1869 Paciano enrolled to the school of Maestro Justiniano Aquino Cruz. In Biňan Rizal’s painting was greatly develop because he spent much of his time to the studio of Juancho, an old painter who is also the father in law Justiniano Aquino Cruz. Although Rizal learn a lot in Biňan yet he don’t have a happy life in Biňan There are a lot of boys who bully him esp. those who got jealous of his academic excellence, that’s why Rizal was so relief when he was allowed by his parents to go home. At last by Dec. 17, 1870 after a year and a half of schooling, he left Biňan.

Scholastic triumphs at Ateneo de Manila
•On J June 10, 1872- Rizal went to Manila & took the entrance exam on Christian Doctrine, Latin & reading at San Juan de Letran. But when he go back to Manila, his father who want him to study in Letran decided to enroll Rizal in Ateneo.
•Aten Ateneo was formerly the Escuela Pia (Charity
School), a school for poor boys in Manila which was established by the city government in 1817. The Jesuit was expelled from the Phil in 1768. When they returned Manila in 1859, they were given mgt of Ateneo Municipal which later become Ateneo de Manila. The Jesuit are explended educator that Ateneo acquire prestige as excellent college for boys.
•At 1 1st , the college registrar of Ateneo, Fr. Magin Fernando was hesitant to admit Rizal for two reasons:
•He was late in registration
•He l took sickly & undersized for his age.
•But through the help of Xerxes Burgos, nephew of Fr. Burgos, Rizal was admitted in Ateneo.

Advantages of Jesuits Educational System:
1.More advance than other colleges during that time
2. train the student by rigid discipline &religious instruction
3. stimulated the intellectual capacity of the student by healthy competition

Two Groups of Students in Ateneo:

*Aside from the rank in each group, the two groups, were also in constant competition for supremacy, in the class. Each group has a banner and will be place on different parts of their room defending on their number of wins and once group will be defeating for several times, the bsanner will be change with a figure of a donkey.
*Although Rizal admires the System of Ateneo yet it was here where he start to feel the discrimination of the Indio. The racial discrimination intensifies his desire to excel in his scholastic performance.

*Rizal’s first Professor in Ateneo was Fr. Jose Bech, As a new comer Rizal was placed at the bottom of the class under the Carthaginians since he was non-boarder or externo. But at the end of the month, he became the “emperor” or the brightest pupil in the whole class.

*During their vacant time Rizal took private lessons in sta. Isabel College, on Spanish. Making him well verse in Spanish. But during the 2nd of Rizal’s 1st year in Ateneo

*He wasn’t able to maintain he academic supremacy because he resented some remarks of his professor. Likewise, the imprisonment of his mother affected his academic performance.
During
his 2nd year in Ateneo, Rizal has several new classmate and during this time he was able to regain his class leadership as emperor and receive a gold medal, during summer, Rizal visited his mother and it was this them when Rizal made a prophecy that he’s mother would be release within three months. And the prophecy was true because barely three months pass, Donya Teodora was set free.

Teenage Interest in Reading
•Summer in1874, Rizal began to take interest in reading novels & books such as the:
1.Count of Monte Cristo- by Alexander Dumas
2. Universal History by Cesar Cantu
3.Travels in the Phil. by Feodor Jagor, a German scientist & traveler who visited the Phil. in 1859-1860.

Rizal was impressed in Jagor’s account due to:
A. Jagor’s keen observation of the defects of Spanish colonization.
B. Jagor’s prophecy that Spain would lose Phil. & America would come to succeed her as colonizer.

•In his Third year in Ateneo is not as good as his previous years. However, all her grades are excellent but he got only one medal.• •4th year in Ateneo: Rizal become an interno & one of his Professor in this year is Fr. Francisco de Paula Sanchez, a great educator & Scholar who inspired young Rizal to Study harder & write poetry. He becomes admirer of Rizal while Rizal considers him as best teacher in Ateneo. Rizal described him in his memoirs as the “model of of uprightness, earnestness & love for the advancement of his pupils“. Inspired by father Sanchez, Rizal topped all his classmates in all subjects & won 5 medals at the end of the
Last Year in Ateneo (1876-1877)
•Because Rizal become the most brilliant Atenian of his time, he was truly pride of the Jesuits •He o obtained highest grades in all his subjects •Mar March 23, 1877- the Commencement Day of Rizal in Ateneo where he finish the degree if Bachelor of Arts with high honor.

Whil e studying in UST, Rizal also took up vocational course leading ti Perito Agrimensor (expert surveyor).He excelled in all his subject & obtained gold medal in Agriculture & topography. He passed the exam in surveying but his title was issued only in Nov. 25, 1881 since he was underage at that time.

*Rizal received various threats from his enemies. They even convince Terrero to deport Rizal. But the latter refused. However, he advised Rizal to leave because he could not guarantee Rizal’s safety.

In full, JOSÉ PROTACIO RIZAL MERCADO Y ALONSO REALONDA (born 19 June 1861, Calamba, Philippines- died 30 December 1896, Manila, Philippines), patriot, physician and man of letters whose life and literary works were an inspiration to the Philippine nationalist movement. Rizal was the son of a prosperous landowner and sugar planter of Chinese-Filipino descent on the island of Luzon. His mother, Teodora Alonso, one of the most highly educated women in the Philippines at that time, exerted a powerful influence on his intellectual development.

He was educated at the Ateneo de Manila and the University of Santo Tomas in Manila. In 1882, he went to study medicine and liberal arts at the University of Madrid. A brilliant student, he soon became the leader of the small community of Filipino students in Spain and committed himself to the reform of Spanish rule in his home country, though he never advocated Philippine independence. The chief enemy of reform, in his eyes, was not Spain, which was going through a profound revolution, but the Franciscan, Augustinian and Dominican friars who held the country in political and economic paralysis.

Rizal continued his medical studies in Paris and Heidelberg. In 1886, he published his first novel in Spanish, Noli Me Tangere, a passionate exposure of the evils of the friars rule, comparable in its effect to Harriet Beecher Stowe’s Uncle Tom’s Cabin. A sequel, El Filibusterismo, 1891, established his reputation as the leading spokesman of the Philippine reform movement. He annotated an edition in 1890 on Antonio Morga’s Sucesos de las Islas Filipinas, which showed that the native people of the Philippines had a long history before the coming of the Spaniards.

He became the leader of the Propaganda Movement, contributing numerous articles to its newspaper, La Solidaridad, published in Barcelona. Rizal’s political program, as expressed in the newspaper, included integration of the Philippines as a province of Spain, representation in the Cortes (the Spanish parliament), the replacement of the Spanish friars by the Filipino priests, freedom of assembly and expression, and equality of Filipinos and Spaniards before the law.

Against the advice of his parents and friends, Rizal returned to the Philippines in 1892. He found a nonviolent reform society, La Liga Filipina, in Manila, and was deported to Dapitan, in northwest Mindanao, an island south of the Philippines. He remained in exile for four years, doing scientific research and founding a school and hospital. In 1896, the Katipunan, a nationalist secret society, launched a revolt against Spain. Although he had no connections with that organization or any part in the insurrection, Rizal was arrested and tried for sedition by the military. Found guilty, he wa publicly executed by a firing squad in Manila. His martyrdom convinced Filipinos that there was no alternative to independence from Spain. On the eve of his execution, while confined in Fort Santiago, Rizal wrote Mi Ultimo Adios (“My Last Farewell”), a masterpiece of 19th-century Spanish verse.

Pangalawang Pangulo ng Pilipinas

Ang Pangalawang Pangulo ng Pilipinas (Ingles: Vice President of the Philippines) ay ang ikalawang pinakamataas na punong ehekutibo ng Pamahalahaan ng Pilipinas. Kilala rin ito sa tawag na Bise-Pangulo.

Ang kasalukuyang Pangalawang Pangulo ng Pilipinas ay si Kgg. Jejomar Binay, dating tagapamahala ng Makati noong 1986 at dating pinuno ng Metropolitan Manila Development Authority. Siya ay nahalal sa Pambansang Halalan ng 2010 at nanumpa noong Hunyo 30, 2010 sa Lungsod ng Maynila. Ang Pangalawang Pangulo ay ang una sa linya ng paghalili sa posisyon ng Pangulo ng Pilipinas. Ang tanggapan ng Pangalawang Pangulo ay matatagpuan sa Ikapitong palapag ng Gusaling Bangko Nasyonal ng Pilipinas sa Bulebar Macapagal (Macapagal Boulevard) sa Lungsod ng Pasay, Kalakhang Maynila.

Pangulo ng Pilipinas

Ang Pangulo ng Pilipinas ang pinakamataas na pinuno ng Republika ng Pilipinas. Pinamumunuan ng pangulo ang Tagapagpaganap na sangay ng pamahalaan, na kinabibilangan ng Gabinete, at siya rin ang Punong Komandanto o Commander-in-Chief ng Sandatahang Lakas ng Pilipinas.

Sang-ayon sa kasalukuyang saligang-batas (1987), ang pangulo ay nararapat na may gulang na 40 taon pataas, mamamayang Pilipino mula kapanganakan, at nakatira sa Pilipinas sampung taon bago ng halalan. Tuwirang ihahalal ng mga Pilipino ang pangulo na mananalo kung siya ang may pinakamalaking bilang ng boto. Magsisilbi ang pangulo ng isang termino sa loob ng anim na taon at hindi na makakatakbo muli para sa re-eleksyon, maliban kung siya ay naging pangulo sa pamamagitan ng konstitusyon succession at nagsilbi ng hindi hihigit sa apat na taon bilang pangulo.

Panunumpa

Sa ilalim ng Artikulo VII, Seksyon 5 ng Saligang Batas, bago makapagsimula ang Pangulo sa pagtupad ng kanyang katungkulan ng kanyang tanggapan, dapat magsagawa ng Pangulo ang sumusunod na panunumpa o pagpapatotoo:

“Ako si__________________, ay taimtim kong pinanunumpaan (o pinatotohanan) na tutuparin ko nang buong katapatan at sigasig ang aking mga tungkulin bilang Pangulo (o Pangalawang Pangulo o Nanunungkulang Pangulo) ng Pilipinas, pangangalagaan at ipagtatanggol ang kanyang konstitusyon, ipatutupad ang mga batas nito, magiging makatarungan sa bawat tao, at itatalaga ang aking sarili sa paglilingkod sa Bansa. Kasihari nawa ako ng Diyos.”

Ang mga pangulo

Ang Pilipinas ay nagkaroon na ng labing-limang pangulo. Sa kabila ng pagkakaiba sa saligang-batas at ng pamahalaan, itinuturing na walang hinto ang pagkasunod-sunod ng mga pangulo. Halimbawa, ang kasalukuyang pangulo, si Benigno Simeon Aquino, ay itinuturing na panglabing-limang pangulo.

Habang kinikilala ng Pilipinas si Aguinaldo bilang unang pangulo, hindi siya kinilala ng ibang bansa dahil bumagsak ang Unang Republika sa ilalim ng Estados Unidos pagkatapos ng Digmaang Pilipino-Amerikano. Si Manuel L. Quezon ang kinilala bilang unang pangulo (at ang una na nanalo sa halalan — hinirang lamang si Aguinaldo) ng Estados Unidos at pandaigdig na kapisanang pangdiplomasya at pampulitika.

Nagkaroon ng dalawang pangulo ang Pilipinas sa isang punto sa panahon ng Ikalawang Digmaang Pandaigdig na kumakatawan sa dalawang pamahalaan. Isa ay kay Quezon na kumakatawan sa pamahalaang komonwelt at ang isa ay kay Jose Laurel na kumakatawan sa pamahalaang itinaguyod ng mga Hapones.

New Anti-smoking campaign in the Philippines

One of my first blog entries when I decided to create one in Friendster (not ashamed of admitting that I was once a member in this social networking site) was about my strong disapproval of smoking in public places.

The new anti-smoking campaign of Metro Manila Development Authority (MMDA) should also be adopted by local government units or implemented by the Philippne National Police (PNP) throughout the country. They should designate limited smoking areas in business establishments and public areas to make it difficult for smokers to indulge in their socially and environmentally irresponsible habit so that they would be forced to quit. This vice is not an excuse nor a good alternative for those who seek comfort or relief from distress or whatsoever. They should look deeper into themselves to understand things better instead of shifting their attention into something that is actually harmful. Everyone deserves to live in a pollution-free environment. If the Land Transportation office (LTO) with the help of the PNP is working hard to control smoke belching vehicles, the Department of Health should also consider promoting a smoke-free country or at least smoke-free public areas in the entire nation.

The MMDA should make the fine higher and impose tougher penalties on further offenses. I have nothing against fines as long as the MMDA would spend the money in some worthwhile projects but compelling  the violators to render community service would be better. The latter would not only produce direct and immediate results but it would also prevent corruption in government offices.

Aquino to abide by campaign for smoke-free Metro Manila

Manila: Philippine President Benigno Aquino, a smoker, will abide by the campaign of a government agency that will enforce a smoke free Metro Manila, reports said.

“We don’t have any problem with that [new ruling of the Metro Manila development Authority or MMDA],” spokesperson Abigail Valte told the Inquirer.

Friendly arrests will be made on people who smoke on public places, said MMDA chair Francis Tolentino on Monday, during the launch of MMDA’s “100% Smoke-Free Metro” at MMDA Makati headquarters.

About 17 city mayors and municipal councils have agreed to cooperate with MMDA’s campaign to implement a wider no-smoking drive to cover the whole of Metro Manila, said Tolentino, adding that MMDA will campaign about the wide anti-smoking ban for the whole month of June and those arrested would only be reminded about MMDA’s campaign.

“Metro Manila will be a smoke-free community in 2012,” said Tolentino adding, “A healthy Metro Manila will mean a healthy and progressive Philippines.”

The campaign included Land Transportation Franchising Regulatory Board (LTFRB) Chair Nelson Laluces because the campaign would include no smoking in buses that play major and minor thoroughfares.

MMDA will ban smoking on transport terminals, loading and unloading bays, pedestrian passes, schools, hospitals, youth recreation centers and government offices; and areas 100 metres away from public areas.

No-smoking warning signs will be placed in major roads, said Tolentino.

“Our aim is to protect the rights of the nonsmokers,” Dr. Loida Labao-Alzona, head of MMDA Health Public Safety and Environmental Protection, said in a radio interview.

“We want to reduce the risk of secondhand smokers from getting cancer,” Alzona explained.

MMDA’s anti-smoking drive coincided with the World No Tobacco Day on May 31. True arrests of violators will begin in July.

In a new ruling, violators will be fined P500 (Dh41.66) on first offense; those who could not pay the fine will render eight hours of community service, said Tolentino.

MMDA has been a recipient of a P9.5 million (Dh791,666) anti-tobacco grant from the New York-based Bloomberg Philantrophies.

No regrets voting for Gordon-Bayani

1 – Sen. Noynoy’s arrogance at its worst.

In a previous entry, I used the description “seeming” to provide a degree of doubt on the good senator’s arrogance. However, recent pronouncements of Sen. Noynoy have removed the shadow of doubt and exposed his arrogance at its worst.First, there’s his claim that the presidential election is a two-man race between him and Sen. Manny Villar. Where did he base his claim? From the results of surveys, which he once described as “can be bought from Quiapo”? From the results of surveys whose validity and reliability are actually questionable? From the number of fans in his and Sen. Villar’s Facebook pages? Sheesh, if those are his bases, it just shows how shallow-minded this purported “future president” is. And if his claim of a two-man presidential race is founded on such bases, it just goes to show how arrogant the good senator is.Second, there’s his campaign ad where Sen. Noynoy arrogantly proclaims, “Nagkaisa na tayo, hindi na mapipigilan ang ating tagumpay.” “Hindi na [raw] mapipigilan ang [kanilang] tagumpay”??? The nerve of Sen. 7100 reasons why my vote goes for GORDON

For about three months now, I have been collecting articles about the candidates for the national election on May 10. This obsession started when I received regular of emails from certain individuals / bloggers about the presidential aspirants.  I decided to repost every article/news in my inbox for others to read. This blog has helped me decide who to vote, especially for the first two highest positions. It was in February when I finally realized that RICHARD GORDON is the only candidate to stand out in terms track record, integrity, performance, intelligence and character, while the rest, especially Manny Villar, received more negative criticisms and accusations than approval.

I admitted to myself that I have mistakenly, wrongfully and awfully, with all regrets and disappointment, chosen the wrong presidential candidate who happens to have been facing criminal charges and is known to be associated to murderers and corrupt officials. I promised I wouldn’t do the same mistake again of voting someone just because he/she was leading the survey or more popular than the rest.

This time, I am voting because I know the person and his capacity to be a good leader who promises nothing but a renewed Filipino spirit if only we will follow his good examples and do something to achieve his vision. Much has been said about his qualifications and achievements. Thus, I articulate  no more than my pride of choosing him and his meek but straight partner, BAYANI FERNANDO.

Convincing others to consider GORDON & BAYANI is too much for people who are hopeless and close-minded but it’s a noble deed for those who believe that life on earth is worth living when it is lived for others. This is what GORDON and BAYANI stand for. This is what people have to stand for in order to achieve real change for a better nation.

MANILA – Disaster-preparedness officials warned Defense Secretary Gilbert Teodoro about the possibility of widespread flooding this year, but the presidential aspirant apparently miscalculated when he did not act quickly on purchasing life-saving equipment.

In particular, officials of the Office of the Civil Defense (OCD) had urged and advised Teodoro to immediately order the procurement of rescue boats for the expected flooding in different parts of the country.

But for some reason, the potential standard-bearer of the ruling party decided the procurement could wait.

Documents obtained by abs-cbnnews.com/Newsbreak from the OCD showed that the emergency purchase of rigid-hull inflatable boats was being pushed to Teodoro as early as February this year to prepare the country for more flash floods.

But the defense chief, who also chairs the National Disaster Coordinating  Council (NDCC), wanted the purchase to be done through regular bidding, which has prolonged the procurement.

And then the deluge brought by tropical storm “Ondoy” came along.

Grim figures

As thousands of Metro Manila residents cried for rescue at the height of Ondoy’s fury, rescue and relief officials were hampered by lack of rubber boats in saving people who were trapped by the flash floods. Many residents complained that it took rescue officials hours to respond to their distress calls.

Some residents, frustrated by the delay, bought their own rubber boats, while others improvised with inflatable beds or Styrofoam-made devices. Unofficial reports said that the Navy has only around 20-30 rubber boats.

Ondoy claimed around 200 lives, many of them from drowning.  While Metro Manila and nearby provinces had yet to recover from the disaster, tropical depression Pepeng followed, inundating many areas in northern Luzon. Pepeng has claimed over 300 lives.

Early this year, the OCD, as the implementing arm of the NDCC, sought the emergency procurement of rubber boats following the typhoons and floods that occurred all over the country in 2008.

This was also prompted by the numerous requests from local government units (LGUs) for rescue equipment, especially those that had experienced flooding and those in flood-prone areas.

Emergency procurement

The casualties convinced disaster-preparedness officials of the need for an emergency procurement.

In the first two months of this year alone, the OCD recorded 36 incidents of flash floods affecting more than 277,000 families or 1.3 million persons in 31 provinces.

Records from the OCD showed that as of Dec. 2008, its stock of rubber boats had been depleted to zero. A total of 182 rubber boats were distributed to LGUs and to government agencies and non-government organizations in 2008.

In Metro Manila, one inflatable rubber boat each was given to the LGUs of Malabon and of Taguig City.

In Ilocos and in Cagayan, among the regions hardest hit by Pepeng,  Pangasinan, Ilocos Norte, Ilocos Sur, Isabela, Nueva Vizcaya and Quirino got one rubber boat each. Collectively, these provinces have 106 flood-prone towns identified by the NDCC.

Cagayan, which has 27 municipalities prone to floods, got 11 rubber boats.

Region 3 (Central Luzon) and Region 4-A (Southern Tagalog), which also suffered Ondoy’s ferocity, got 30 rubber boats for the two regions’ 200 flood-prone municipalities.

Another report of the OCD showed that of the 949 flood-prone municipalities, only about 3 percent have been provided with rigid-hull rubber boats.

Fears of LGUs of more destructive floods have heightened the demand for more rubber boats.

Delayed P50-million emergency purchase

In February 5, 2009, a memorandum for Teodoro from OCD Administrator Glenn Rabonza sought the purchase of rubber boats to replenish the OCD’s zero stock.

What the OCD wanted to procure then was a rigid-hull inflatable boat (RHIB) with outboard motors, which costs around P1 million each. The RHIB is preferred over the ordinary inflatable rescue boat because it is more sturdy and reliable in flash floods.

Rabonza said that from previous discussions, P50 million had been earmarked for the project. “This is considered priority in view of the numerous outstanding LGU requests and as a preparedness measure for the rainy season,” Rabonza told Teodoro in the memorandum.

To fast track the procurement, an undated resolution by the Bids and Awards Committee (BAC) recommended the adoption of alternative modes of procurement for rigid-hull inflatable rubber boats “to support the disaster management and response operation in preparation for the rainy and typhoon season.”

In view of “exceptionally urgent and necessary in nature” for the OCD to respond to disaster management requirement,” the BAC supported a negotiated procurement or direct contracting.

LGUs have the calamity fund, at 5 percent of their budget, for the purchase of rescue equipment, but their hands are basically tied when it comes to the use of the fund. The Local Government Code states that LGUs can only use it once a state of calamity is declared in their localities.

Thus, rescue equipment like inflatable rubber boats are normally provided by the OCD.

Confused over decision

Rabonza had asked permission from Teodoro if the OCD could resort to negotiated procurement or direct contracting, citing a provision in the Procurement Law which allows such methods in cases of “imminent danger arising from natural or man-made calamities or other causes where immediate action is necessary to prevent damage to or loss of life or property…”

An OCD official, who asked not to be named for lack of authority, said the negotiated procurement or direct contracting options were pushed “because time was of the essence.”

“Based on experience, the entire process under a regular bidding will take 8 months…from the time the bid is announced to the delivery of the equipment. If we undertake regular bidding, we would have lost valuable time,” the OCD official said.

To be fair to Teodoro, the OCD official said the defense chief approved the allocation for the rubber boats. But his last-minute decision to resort to regular bidding further delayed the procurement of rubber boats.

In his marginal note to Rabonza in the letter, Teodoro apparently gave his go-signal, but he also indicated that he preferred regular bidding. “Why can we not bid and have delivery within 4 months?” Teodoro asked.

This confused the OCD as to what Teodoro really wanted.

No rubber boats up to now

In insisting for a public bidding, was Teodoro just being prudent with government spending or was it a case of misplaced priority?

We called Rabonza’s mobile phones and sent text messages to him, but as of posting time, we have yet to get a reply.

Failing to decipher what Teodoro really wanted, the OCD official said the purchase of the RHIBs was set aside.  In the meantime, requests from LGUs even before Ondoy and Pepeng for rubber boats persisted.

In a phone interview,  Bulacan Governor Joselito Mendoza said he requested 1 rubber boat from the Department of National Defense (DND) last August to augment the existing rescue equipment of the provincial government. “They promised us to give us but until we have yet to get one,” he said.

Another DND source said Teodoro earlier downplayed the purchase of the RHIBs because at that time, there was no imminent threat to lives.

-hmmm… It was his time to shine during Ondoy…but what happened? Who offered realistic solutions? Who was in the mud rescuing people? It was Bayani and Gordon. Who stayed in the office and sat like a prince? B1go. Who provided the life rafts? Red Cross or the NDCC? FYI, Bayani sent his MMDA men to Bulacan even if it was not their area of responsibility to rescue people. Heller? NDCC? Wer na u? Realistic Solutions my arse!

4.) He is the ONLY candidate with a CLEAR PLATFORM OF GOVERNMENT & REGION SPECIFIC PLANS and STRATEGIES.

-Copied and pasted from the MEDIUM TERM PHILIPPINE DEVELOPMENT PLAN …. sa sobrang ganda, maiiyak ka…but only a few percentage were implemented.

6.) He is ONE of the few candidates NOT tainted with corruption or any scandal
-Oops. Marcos Loyalist Parents. Ayos ang hatian nila sa Hacienda Luisita (same baggage with Noynoy…drama lang ang away pamilya eklavoo). OOOOPs… GMA as a Padrino. OOPS. GMA in itself is a scandal :D in fact the golden standard of all scandals.

8.) He is the ONLY candidate with the most KNOWLEDGE & AWARENESS of REGION SPECIFIC PROBLEMS
- Ows? One word… ONDOY.

10.) He is the ONLY candidate with the POLITICAL WILL and MACHINERY to make his platform of government a reality.
